Google Ads for startups: budget, setup and the credits that actually exist

Before you spend a dollar or a euro, you can work out what a meaningful test costs.

Does Google give startups free Google Ads credits?

No. As of October 2026 we found no official Google Ads credit programme for startups. The Google for Startups Cloud Program covers up to $200,000 over two years (up to $350,000 for AI startups), but the credits apply to Google Cloud and Firebase costs, and the programme page does not mention Google Ads.

What does exist is the new-advertiser promotional offer: spend a set amount within a set period and receive a credit. It is meant for businesses new to Google Ads, the account must be less than 14 days old when you redeem it, and the eligibility check can take up to 35 days. Amounts and terms vary by offer. Google Ad Grants requires valid charity status, so a for-profit startup does not qualify.

How much should a startup budget for Google Ads?

Budget enough to collect the conversions you need to decide whether the channel works, at a cost your unit economics can carry. That number comes from your own data, not from a benchmark. Four steps get you there.

Sizing a first test budget

  1. Set an affordable cost per conversion

Start from what a customer is worth over time and what you can spend to win one, which is the LTV:CAC ratio. Work back to the maximum you can pay for a demo request, a trial or a purchase.

  2. Decide how many conversions settle the question

With a handful of conversions you cannot tell a result from noise, and automated bidding has nothing to learn from. Write the number down before launch; it is your test's threshold.

  3. Estimate clicks with Keyword Planner

Keyword Planner shows a low top-of-page bid (roughly the 20th percentile of what advertisers have paid) and a high one (roughly the 80th), plus click and cost forecasts. Divide the conversions you need by your landing page's expected conversion rate to get the clicks you need.

  4. Multiply, then spread over time

Clicks needed times estimated cost per click (the high range is the cautious figure) gives the test budget; divide by the test's length for the average daily budget. If it is out of reach, narrow the test: fewer keywords, one country, one customer segment.

How do Google Ads daily budgets actually work?

Your daily budget is an average over the month, not a hard daily cap. Google's help page on average daily budgets says a campaign may spend up to twice the average daily budget on a given day to catch traffic peaks.

For a launch with an end date there is also a campaign total budget: one amount with start and end dates, paced by Google across the remaining days, and you are never charged more than the total. It is available for Search, Shopping, Performance Max, Demand Gen and YouTube, for 3 to 90 days (up to a year for Demand Gen and YouTube). You cannot switch budget type after creating the campaign, and Google warns that frequent edits make spend uneven.

What should you track before the first campaign goes live?

Track every step that matters to revenue, and confirm a test conversion appears in the account before you launch. Without it you cannot tell which keywords bring customers, and bid strategies such as Maximise conversions or Target CPA have nothing to learn from.

The minimum is the Google tag on your site and one conversion action per meaningful step: sign-up, demo, purchase. Enhanced conversions add user-provided data such as an email address, hashed one-way with SHA-256 before it is sent, to make measurement more accurate.

If any of your users are in the European Economic Area, consent is part of the setup. Since March 2024 Google's EU user consent policy requires advertisers to collect consent for the use of personal data from EEA users and pass it to Google. When a user declines, their data is not used for measurement or personalisation; if you send no consent signals at all, you lose ad personalisation features. The policy applies even if your company is based outside the EU; read our guide to GDPR for startups too.

  1. Each revenue step has its own conversion action, and only the right one is used for bidding.
  2. A test conversion has been recorded and is visible in the account.
  3. The cookie banner passes consent signals to Google for EEA visitors.
  4. One landing page per ad group: fast, focused, with a single call to action.
  5. Obvious negative keywords are in place (jobs, free, course, tutorial, unless they apply to you).
  6. Budget, success threshold and review date are written down before launch.

Which campaign types and keywords should a startup start with?

Start with Search, on keywords that signal a need close to buying. Someone typing 'invoicing software for plumbers' has a problem now; someone typing 'what is an invoice' probably does not. On a small budget, every click should come from the first group.

Performance Max is a goal-based campaign type with access to all Google Ads inventory from a single campaign. It leans on automation, which means less control over where the money goes and little to learn from when conversions are scarce. Many startups add it once tracking is solid and conversion volume is steady.

On match types, Google recommends broad match with Smart Bidding, because a wide set of searches lets the system learn what works. That holds when there is conversion data to learn from. Before that, phrase and exact match keep spend closer to intent. Whatever you choose, read the search terms report weekly and add irrelevant queries as negative keywords.

When should you scale, shift or stop the budget?

Judge only after the bid strategy has settled and the test has reached its threshold. Google's learning period guidance says calibration typically takes one to two conversion cycles, the usual time between a click and a conversion, and less when there is more conversion data.

  • Scale when cost per conversion stays under your limit and the campaign is limited by budget.
  • Shift when one keyword group converts at a very different cost from the rest: give it its own campaign.
  • Stop and rethink when the planned clicks produced no conversions; the offer or the landing page is usually the problem, not the ad.

Search ads capture demand that already exists. If nobody searches for your solution yet, more budget will not help; you need channels that create demand, such as Meta ads, inside a wider growth marketing plan.

Frequently asked questions

What is the minimum budget for Google Ads?

The minimum that matters is not a platform limit but the spend that buys enough clicks and conversions to decide within your test window. If the arithmetic gives a number you cannot afford, narrow keywords, locations or segments rather than spreading a thin budget everywhere.

Is Google Ads better than Meta ads for a startup?

It depends where demand sits. Google Ads catches people already searching, so it suits problems that are recognised and have a name; Meta creates demand by showing the product to people who were not looking. A small test on each usually tells you more than any rule of thumb.

Does the EU consent policy apply if my startup is based outside Europe?

Google's policy is about end users based in the European Economic Area, not about where your company is registered. If you advertise to or measure visitors in the EEA, you need to collect their consent and pass the signals to Google. Check your cookie banner and consent mode before you target European countries.

How long until I know whether Google Ads works?

It depends on your conversion cycle. If people request a demo on the day they click, a few weeks may be enough; if they take a month, you need longer. Set a click and conversion threshold up front and judge when you hit it.

Should I hire someone or run Google Ads myself?

Many founders can run a first test themselves. The expensive mistakes usually sit in conversion tracking and keyword choice rather than in ad copy, so if you cannot review those weekly, get help at least with the initial setup.
